MINUTES OF THE TRAFFIC & PLANNING COMMITTEE
Thursday 02 August 2001 at 7.30 p.m.

3. Matters Arising
Parking in village centre – CBC to be chased about letter to local traders

4. Planning applications
Resolved no objection:
3 Bromley Drive – alterations
3 Dunbar Close – conservatory

5. Rhodia ChiRex
Before formal opening of meeting discussion took place with two officers from Rhodia regarding an incident on 31 July 2001 – a spillage of hydrochloric acid which resulted in an emergency plan being put into operation.
Three residents of London Road were attendance.
Rhodia agreed to come back to Council with answers to various questions raised.
Concern expressed about communication with local residents – to be raised with CBC and Police.

6. Police
Concern about vandalism on Elm Drive play area and problems in contacting police. Clerk to refer to Police.

7. Issues raised on web site
1. Speed limits – Noted that both locally and nationally a lot of attention was being given to issue. Chairman confirmed local people were being prosecuted.
2. Cycle tracks – This matter to be discussed with JB to see if more information available

8. Pedestrians crossing village centre
This issue raised by local resident; it has been raised by Parish Council on various occasions over a long period of time. An ideal opportunity to raise again – Clerk to refer to Highways

9. Road safety & Traffic Conditions
Clerk to press for progress report for next meeting

10. Car parking / library
Clerk to press for progress report for next meeting

11. Village centre improvements
Clerk to press for progress report for next meeting

12. Library / Car Parking
Chairman gave report on last liaison meeting – information still awaited on car park project.
Concern that McCarthy & Stone car parking will not be fully available until building completed. Clerk to raise concern.

13. Byley Lane closure
Letter received from Highways about proposed temporary closure of Byley Lane in September. Noted no direct effect on Holmes Chapel but agreed Council should support concern of Cranage PC re effect on school buses.

14. Public transport
1. Bus stops – Sites suggested by ACR had been submitted to CCC for consideration – reply awaited.
2. Bus shelter – Details received from CCC of funding available for standard design shelter. Agreed Clerk make enquiries about cost of Shelter in keeping with village centre and conservation area.

15. Gas storage plant at Byley
1. Vale Royal BC – had recommended application for refusal
2. CCC – had deferred application for site visit
3. Cranage PC – had invited all Parish Councils to attend meeting on 25-08-01 to meet CCC Planning Officer and to discuss other issues. Chairman indicated she would attend and would raise financial issues

16. Housing Needs Survey
Clerk reported on implications of CBC report for HC. Agreed these points to be borne in mind when considering local plan and applications for residential development

17. Overhanging trees
Clerk had reported specific complaints passed to him.
Agreed Highways should be asked to monitor situation in view of large number of problems

18. General correspondence
Clerk produced items for circulation

19. Members’ items
1. Complaints – Items reported to Clerk at and before meeting to be reported.
2. JR – appointed Chairman of Joint Highways Committee and to board of Dane Housing.
