MINUTES OF THE TRAFFIC & PLANNING COMMITTEE

Resolved
25-10-01 approved.

3. Matters arising
1. Custody suites – Action taken by A&P noted in view of further rumours
2. Local Plan Review – Comments acknowledged
3. New access on Knutsford Rd – Clerk reported on action now being taken by CBC – agreed reconsider at next meeting
4. Sandiford Road – Police to take action re speeding and through traffic
5. Station – Clerk reported on action taken to press Railtrack and NorthWestern Trains to tidy up and improve station grounds and buildings.

4. Planning applications
Resolved:

33896/1 Offices and car parking Manor Lane – no objection provided no more trees felled and landscaping carried out
33899/3 Police Station alterations - no objection

5. Village centre improvements
1. Harry Hopkinson of CBC attended meeting to discuss concerns about paving used in experimental area. Agreed it was not satisfactory and alternative materials had to be found
2. Members to view areas in Sandbach, Congleton and Ellesmere
3. HH to suggest further areas to visit and to try to provide samples
4. HH to chase Barclays re their improvements
5. Agreed speedier action required.

6. Gas storage plant at Byley
1. Comments by Dr Le-Las noted
2. Suggestions of re-submission to be kept under review.

7. Village appraisals
Agreed committee should support participation in this scheme
Clerk reported Vivien Ellis of Cheshire Community Council had agreed to attend meeting in New Year – date to be arranged.

8. Rhodia ChiRex
No progress since last meeting
Agreed Clerk should press for a report on July incident.

9. Highway meeting
Clerk reported on issues discussed at meeting with District Engineer – Clerk to monitor progress.

10. Macclesfield Rd / Station bridges
Clerk reported on comments made by District Engineer that traffic could not be diverted away from Macclesfield Road because of weakness of Station bridge
Concern expressed about general lack of progress in dealing with long term traffic problems
Agreed Clerk should ask for these problems to be discussed by Joint Highways Committee.

11. Car parking
1. Letter from David Dingle CBC indicating CCC committee to consider on 05-02-02 application for 37 parking spaces at library site; funds still in CBC budget
2. Clerk to enquire about CCC willingness to release car park area independently of any improvements to library.
3. Noted street parking problems had been severe on morning of 06-12-01; Clerk to refer to police
4. Also Clerk to ask Joint Highways Committee to consider parking / loading and unloading issues - correspondence to be copied to MP and CBC / CCC members.

12. Bus stops and shelters
1. CCC had offered meeting re shelter for 02-04-02 – agreed Clerk should ask for earlier date
2. ACR had completed CCC form – Clerk to submit.

13. Finance
Committee considered recommendations of Finance Committee and lack of funds for a major project in 2002/3.
Arising therefrom:
1. Agreed no new projects required in 2002/3 but commitment to village centre improvements must be maintained
2. Further expenditure on village centre could be financed from a loan
3. Consideration must be given to Golden Jubilee and planning appeals
4. An increase in the precept should be supported.

14. General correspondence
Address for McCarthy & Stone development – Letter from District Engineer suggesting name “Lovell Court”. Resolved no objection

15. Members’ items
1. First Responder – Noted first trainees had qualified and scheme in operation. ACR appointed Treasurer of local committee
2. London Road – Clerk to report hole in pavement between numbers 38 and 40.
