Activity Participation Policy
1998-99

    The Robert E. Lee High School Activity Participation Policy governing the conduct of students in activities was established during the 1992-93 school year and revised during the summer of 1995. Participation in activities at each of the high schools in Fairfax County is governed by School Board regulations and other guidelines decided upon by the local school. The policy outlined below is the combined efforts of Lee's coaches, sponsors, students, parents, and administrators.

Overview
   
Student activities are a part of the total school program and provide opportunities for students to supplement their classroom experiences. Participation in the activities program is a privilege not a right. Therefore, students are expected to comply with the laws of the State of Virginia, and with all regulations governing their behavior which have been determined by Fairfax County Public Schools, Lee High School and their coaches and/or sponsors.

    All students who participate in activities at Lee High School are governed by the Activity Participation Policy at all times (e.g., evenings, weekends, and school-year holidays). Students are disciplined for acts identified in Fairfax County Regulation 2601.11 Student Responsibilities and Rights and Lee High School's Student Behavior: Standards and Expectations, when the acts occur at school, near the school, at school bus stops, on school buses, at school sponsored events, as well as on the way to and from school or school activities.

Class Attendance

  1. Students must attend all scheduled classes on the day of a competition/activity to be eligible to participate in textra-curricular activities that day. Exceptions such as medical appointments must be pre-arranged and approved by the principal/assistant principal or his/her designee.
  2. Students who miss class time due to illness the day of the game may not compete that day.
  3. A student who is suspended from school may not attend practice/club meeting or participate in any School sponsored activity.

Court Disciplinary Action
   
Students charged with a misdemeanor or felony involving violence, weapons, and/or substance abuse may be suspended from participating in school activities until disposition of the charges. Students must report the incident to the coaches/sponsors. Coaches/sponsors will present the acts as known to the school administration, which will determine eligibility for participation.

    School officials may deny participation in all activities for one semester to any student convicted or found "not innocent" of a misdemeanor involving violence, weapons, substances abuse or any felony charge. Students may appeal to the principal for reinstatement the following semester.

    In addition to strictly enforcing Fairfax County Public Schools Regulation 2150.11, Robert E. Lee High School requires that all students participating in a school activitiy be alchol, other drug, or tobacco free at all times during the duration of the activity.

    If the school administration determines that a studnet who is participating in, or wishes to participate in, extracurricular activities is engaged in alcohol or toher drug use, the student may be subject to consequences in accordance with the extracurricular policy. The student shall be given the right to explain his or her conduct prior to such termination and the imposition of anyexclusion from participation The student, with his or her parents' permission, may submit to an appropriate drug test (if applicable) to indicate that he or she has not violated the policy. The school administration shall record in writing the factors, which led to the school's conclusion, shall stipulate the specific consequence to be administered, and shall attempt to inform the students; parents or guardian of the option of submitting to a drug test. The results of any such testing shall be kept confidential but shall be communicated to the student and his or her parent or guardian and appropriate school authorities.

  1. First Violation
       
    The student may not participate for a minmum of the next 30% of his/her regular season scheduled athletic contests/meetings, events. For an athlete, the penalty will be applied to the next game(s) including playoff, and/or the next sport season in which the athlete participates. In addition to this suspension, a maximum of fourty (40) hours of community service may be assigned.
        School officials must grant prior aproval of the studnet's plan for community service and establish a reasonable time frame for completion of the obligation. The student may not compete in sports scrimmages/games or club activities until the assigned community service has been completed. Failure to complete the community services obligation in the prescribed time frame may result in the student being denied the privilege of participating in any school activities until completion of the community service obligation.
     
  2. Second Violation
       
    The student may be suspended from all activities for one calendar year,
        Suspension from school activities does not include the try-out period for another sport/activity if the season for that sport or activity continues beyond the suspension period. Summer vacation days do not count toward calendar day suspensions.
     
  3. Reporting and Adjudicating Violations
       
    A Coach and Sponsors Council, consisting of a minimum of five coaches and/or activity sponsors and a non-voting chairperson, will adjudicate all violations. The members of the Council will be appointed annually by the principal to serve throughout the academic year.
        All suspected violations are to be reported immediately to the Director of Student Activities for referral to the Coaches and Sponsors Council. Within three (3) school days, the Council will convene to review the case, determine if a violation occurred, and recommend to the Director of Student Activities the length of suspension and number of community service hours to be served by the student.
        The Director of Student Activities will ensure that sanctions are administered in a fair, timely, and consistent manner.
