This is Cid from Final Fantasy 4 (FF2 in North America). In this game Cid is an engineer whose specialty is airships. Definetly one of the strangest looking Cids, he appeared to be wearing ski goggles and earmuffs, and his attacks consisted of clobbering opponents with a mallet.
