Candra is an external, a very powerful and almost immortal mutant. She has been around for centuries, and tried to destroy the New Orleans Thieves Guild in 1891 when they failed to steal the Momentary Princess for her.

She has telekinetic powers, and can dampen the powers of other mutants.

She is the benefactress of the Thieves and Assassins Guilds of New Orleans. She created them, and if they displease her, she can destroy them in a heartbeat.

In return for the tithing (see dictionary page) Candra gives the Thieves what's known as the Elixir of Longevity, which gives them extra long lives (they age a lot slower than normal people) and she gives the Assassins the "power", which is a type of extraordinary mutant powers. She was apparently killed by Cyclops in one of the X-Men issues, but I am not sure the Guild knows for sure if she's dead or alive.
