Specific "NOO_Logic Scorecards" for any entity... person, organization, company, product, mission etc... may be ordered. Those receiving a NIV-85 or better are rated as NOO_Logic.

Over the history of the Sapien Human species... some periods saw bursts of more NOO_Logic entities than normally seen as a very low percentage of the total human population.
