I just spread peanut butter all around a pinecone then rolled it in a tray of birdseed. That's it. They like the seed and the peanut butter.

I did learn the hard way that you must tie your string around the pine cone *before the peanut butter or it is a real messy job! They are fun to make and the critters enjoy them.
