Ya Gotta Believe

Rabbi Kirzner z'l said that in order for a mitzvah to do what it has the potential to do, it must be accompanied by belief. His example was the power of teshuvah, repentance. When a person repents, there is a significant difference in the effectiveness of his efforts depending on whether the person believes that G-d truly forgives and erases the sins of the sincere penitent.
