Yes, It is legal. The law is at www.wheresgeorge.com. I use RED INK myself. I find a Pilot PreciseV5 extra fine pen is perfect. Each bill lasts 18 months and is handled by a few people each day. If you handed out flyers they would be discarded quickly. But noone throws away dollar bills. They pass them on. Every single time you pass out such a dollar bill its equal to passing out HUNDREDS of little flyers. You can even have a stamp made at any stationery store or by mail in those Sunday supplement ads. Your dollar-flyers will circulate every day from now until election day and beyond. Hit those vending machines and everywhere else. Many convenience stores at night beg for single dollar bills. You can also put a slogan of your choice on each bill as well, like 'No More Downsizing', or 'Service jobs pay too little' or whatever you think will get the most votes in your area.

It is under the little picture of a wizard. I make piles of 5c xeroxes and I take them with me to the malls and leave them wherever I can including the sinks at the rest rooms. There is a lot of changing heavy traffic at the hospitals' first floors as well. Make sure you firs put "Copy and redistribute your own" and "www.buchanan.org for President" on your original flyer BEFORE copying it!

HIT THE COLLEGE BULLETIN BOARDS THIS SEPTEMBER:
Colleges have plenty of bulletin boards to put those Buchanan vs Bush/Gore flyers on. And lots of tables to leave them at.
WRITE MASSIVE LETTERS TO THE EDITOR:
If you write one, why not copy it and do a hundred or whatever many you can do. Type a generic letter. Use the GALE DIRECTORY OF PUBLICATIONS at your local library to get the addresses of every paper in your state. Use a GOOD xerox machine so its not an obvious copy. Sign all of the copies in BLUE ink so the signature doesnt look copied. Mail them all out. You dont have to do all the work at once. I did this all the time from the early 80s until early 90s.
SCAN THE MEDIA FOR LIKELY ACTIVISTS:
People who write letters to the editor are likely activists. Look for letters written that agree with us. Send them the BUCHANAN VS BUSH/GORE flyer with the info written on it I mentioned so that the writer can do the same. NOTE: You do NOT have to have a person's FULL address to reach him. Just put the name, city, state address on the envelope and it will be forwarded. Do NOT put your return address on the envelope or else it will be easier for them to return it than to forward it. If its a SMALL town paper you can also send it c/o the editor. ALWAYS THINK IN TERMS OF "RECRUITING RECRUITERS" (Teach a man to fish and.... " ) There may also be obvious candidates who never thought of what they could do from home: Such as the people who write to 'The Spotlight'.
I've been going to Yahoo!- Religion and leaving links on Catholic Church pages as well as at Knights of Columbus spots. I just typed "Knights of Columbus" into the Yahoo! search box. If you are Protestant Yahoo! also lists Protestant sites as well.
I have also been copying the Buchanan vs Bush/Gore poster at 50% reduction on the xerox machines. Then I get four hand sized flyers to put in my pockets. I also always put, "Put www.buchanan.org For President on dollar bills" on my original flyers and posters.
Lately I have been writing, "I WANT MY COUNTRY BACK" in red ink along the top of dollars and the www.buchanan.org for president along the bottom.
