Sailor Pluto was never reincarnated like the other Senshi, and she is very, very old. She guards the gates of time. The gates exist out of time, and Sailor Pluto doesn't look old because of that. She is the only one who's seen everything from the past, present and future. Setsuna and Chibi-Usa have a close relationship, and Chibi-Usa is Setsuna's only real friend. Chibi-Usa calls Setsuna "Puu". Since Sailor Pluto is guarding the gates of time, we don't often see her.
