That's Mulder flippant about little things like manners. Although I admit a lot of his behavior could be considered punkish, I couldn't muster up any anger at most of them. I found the scene with the NSA men rather amusing.
Violating Scully's personal space. I hope he had a tic tac before getting in Scully's face. Sheesh!
Getting snippy with local law enforcement. As Scully pointed out, not a good idea. You never know when you'll need them.
Not telling Scully when taking a detour. Your partner might like to know where you're going. Unscheduled, announced, detours are not cool!
Another Mulder ditch. Shoving papers at Scully then running off after some wolf without even looking back to see if she'd taken them. No word, no warning, nothing.
Implying that Scully was spouting the Sioux City Sheriff department's opinion instead of her own. What because she doesn't agree with him she's automatically playing parrot? Give the woman some credit for having a mind of her own!
Disturbing a crime scene. It's very bad form to just go digging in a shallow grave with one's bare hands. Forgetting the gross out factor for a second one could ruin evidence.
