Is full text speech indexing possible during the capture of a live stream?

Closed caption text, from any type of format including live streams and digital file formats, will be extracted and used as full text speech indexing.  If the video does not contain closed caption text, Pictron Audio Gateway provides the technology to analyze the audio track and extract the dialog through speech recognition.

What is the lag time between a live stream being indexed and an end-user's ability to search the live event - during the Internet broadcast?

Live streams can be indexed and searched in real time, providing the streams and database are on the same server.  If the database and streams are stored on separate servers, then there will be a time lag of a few minutes.
