Breaking the rules of war might sound ridiculous, but since 1864, there have been internationally agreed-upon rules
of war that govern how prisoners and civilians are treated and how countries should behave during wars. Known collectively
as the Geneva Conventions, the first modern rules of war were established in Geneva, Switzerland, at a gathering of 16 governments
called the Treaty of Geneva. Between 1864 and 1977, the conventions in Geneva established additional treaties spelling out
human rights in times of war. Those who fail to follow the rules must be held accountable by an international court or tribunal.
