CONSTITUTION AND BY-LAWS

OFTHE

PIEDMONT RACING PIGEON COMBINE, INC.

 

ARTICLE 1 - NAME

SEC. 1.

The name adopted by this organization is: PIEDMONT RACING PIGEON COMBINE, INC.

 

ARTICLE 2- OBJECTIVE

SEC. 1.

The objective of this organization is to encourage the promotion of the sport of breeding and racing pigeons, including all activities pertinent to racing pigeon keeping in general.

 

 

ARTICLE 3- MEMBERSHIP

SEC.1.

Membership in this organization is available to any chartered racing pigeon club and their active flying members who are reputable racing pigeon fanciers.

Admission to the Combine will also be determined based on the Combine's ability to serve a new club in an effective and cost efficient manner, and must be approved by a two - thirds majority vote of the active membership present.

Applications for membership shall be addressed to the Combine in writing and contain a list of all club officer$, names, addresses, and telephone numbers of the entire membership.

 

SEC.2.

Only active members will be allowed voting privileges. An active member shall be defined as one who has not missed participation in two consecutive race series.

An individual participating in at least one race will be considered to have participated in that race series. Non-active members will not be allowed to vote on any issues brought before the Combine until after they have participated in a race serIes.

 

SEC. 3.

New members shall be considered as active upon joining the Combine.

 

ARTICLE 4- OFFICERS AND MANAGEMENT

SEC. 1.

The affairs of this organization shall be conducted the following officers:

President, Vice President, Secretary/Treasurer, Race Secretary, Board of Directors, and a Race Committee. NOTE: A member cannot be elected to more than one position in the Offices of President, Vice President, Secretary/Treasurer and Race Secretary.

 

SEC. 2.

The management and business administration of this Combine shall be vested in the active membership of the Combine and members should be aware of the extreme importance of their attendance at each meeting.

 

ARTICLE 5 - ELECTION OF OFFICERS

SEC. 1.

All active members present at the January meeting shall elect officers by majority vote. The officers shall be elected annually and shall serve for a period of one year.

 

 

SEC. 2.

Regular and temporary committees shall be appointed by the Combine President, who shall designate a Chairman of each.

 

ARTICLE 6- MEETINGS AND THEIR SCOPE

SEC. 1.

There shall be four regular full membership meetings and they shall be held on the second Sunday of November, January, February, and August. The agenda for these meetings shall be as follows:

-Roll Call -Reading and approving minutes of previous meeting -Reports of Officers and Committees -Election of Officers (January meeting) -Unfinished Business -New Business -Discussion and voting on proposed Constitution & By-Laws (January meeting) -Presentation of Combine awards -Adjournment Regular meetings shall begin at 2:00PM unless otherwise notified.

 

SEC. 2.

THE COMBINE RACE COURSE CAN BE CHANGED ONL Y ONCE ANNUALL Y AT THE NOVEMBER MEETING. A change in the race course shall require 51% of the active membership in attendance to vote in favor of such a change. Member Clubs shall submit proposed Old Bird and Young Bird race schedules to the Secretary/Treasurer at the January meeting. Proposed schedules will be sent to the active members prior to the February meeting for consideration. Voting on race schedules will occur at the February meeting. The adoption of race schedules shall include memorial and special races, as well as, providing for Average Speed awards for Old Bird and Young Bird series as follows: A Race Average Speed, B Race Average Speed, and Overall Average Speed. In all series of races, Average Speed shall be computed and issued even though one or more races have been cancelled.

 

SEC. 3.

Special meetings of the Combine Committees may be called at any time by the Combine President or by written request from one or more clubs stating the reason for the meeting and the subjects to be discussed.

 

ARTICLE 7 QUORUMS

SEC. 1.

Combine business may be conducted at any scheduled or called meeting of the Combine. A simple majority (51 %) of the active members present will be required for passage of any motion submitted for a vote.

 

ARTIClE 8- AMENDMENTS

SEC. 1.

The Constitution and By-laws of the Combine may only be amended or changed at the January meeting. A two-thirds majority vote of the active membership present is required for passage of any amendments or changes to either the Constitution or By-laws.

 

SEC. 2.

Proposed amendments shall be submitted in writing to the Secretary/Treasurer at the November meeting. These proposed amendments will be sent to the active members prior to the January meeting for their consideration.

 

SEC. 3.

The Secretary/Treasurer shall prepare annually a dated addendum containing adopted changes to the Constitution and By-laws. This document will be sent to the Secretaries of each member club.
