Birkoff
Operations relationship with the computer whiz kid is puzzling. At
times, Operations is almost fatherly towards Birkoff (does he see him as
a replacement for his son?) and at others, such as a veiled threat to cancel
Birkoff when his behavior disabled him from doing his job, ruthless.
Operations relationship with Walter is ambivalent. Up until this year, their interaction seemed to be limited to the briefing table.
However, this changed with the death of Belinda. Walter's reaction
of killing Operations was stopped by Nikita. Because of this,
Walter had initially refused to lie to George about a mission that used
the Winchester Protocol. Whether it was Nikita's appeal to him that
changed is mind can only be guessed at.
