The Chinese Government has announced a new crime wave in the South Seas.  After last year's nuclear efforts to defeat drug smugglers the ocean-going criminal fraternity has redirected its efforts into the profitable 'slave' trade.
In Australia the proliferation of sub-standard soaps has led to an increase in demand for extras, however, the Australian Government has passed new laws securing high payments for their services.

Plan B
The studios responded to this by hiring illegal aliens, who aren't protected by law, and exploiting them.  When the smugglers realised that a whole new market had opened up for them they started raiding ships across the Pacific Ocean.
They boats are boarded and then a casting agent checks the refugees over.  Those he deems photogenic enough are then captured.  The boats dock in hidden bays along the north coast of Australia, and have to cross many miles of desert stuck in cages only one metre across.

Everybody Needs Good Neighbours
The Chinese Authorities have responded by planting fake refugees who have been bugged, so they can trace their passage and identify which programmes use the fakes.  On the way they get trained up on lines typical to the roles they'll be cast in.  "Housekeeping!", "No, I didn't steal that!" and "Do you want fries with that?"

Visual Detection
The problems occur because the police can't tell, just by watching the programmes, which extras are and aren't legal; as Australia is letting lots of Asians in legally.  Australia is in population decline due to male impotency caused by excessive lager drinking.
