No, Mulder is not joking. Although one could be hard pressed to tell just by looking at him. I'm surprised that Mulder doesn't get more outright laughter when he makes some of his suggestions.

At the police station, Mulder tells Mrs. Bishop that they don't suspect Michelle, presumably because she's just an eight year old girl, despite the fact that she'd been present at two suspicious deaths. Did he learn nothing from his encounter with the Eves?
