Offhand, I'd have to say no. Mulder looked like quite the lunatic in this episode.
Ranting about Tooms' need to kill and his genetic abnormalities during the psychological hearing, shouting down both the lawyer and the judge in the process. It is generally not a good ideal to look crazier than the person whose sanity is in question. "I don't care how it sounds as long as it's the truth." You should. You may have some credibility as an FBI agent but it's completely lost once one starts foaming at the mouth. No one believes the truth when it comes from a raving lunatic.
"And where were you? Your testimony was important." Translation: You blew me off. Where the bleep were you? Nice way to talk to your partner. Punk!
Sending Scully off on a presumable wild goose chase while he runs around following Tooms. Sounds like ditch to me.
Telling Scully that he even made his parents call him Mulder. Especially in light of the fact that in later episodes numerous women call him Fox. (Not to mention the despicable Phoebe Green from "Fire.")
Stalking: When one follows a person around and no one isn't on a case, it's called stalking not keeping surveillance and it's against the law.
