Sometimes Mulder is his own worse enemy. Now if you know there are people looking to get you for any small offense do you go running halfway across the country with no word to anyone?

Laughing at Scully when she told him that his UFO was actually a Libyan jet carrying a nuclear warhead. I know it sounded ridiculous and even I laughed but it's generally bad form to laugh at someone when they're pissed at you.
Arguing with Colonel Henderson at the hospital. Now I'm no expert but the emergency room is probably not the best place for a showdown no matter how big a jackass Colonel Henderson is.
This episode features a particularly galling example of Barking!Mulder. Mulder barks orders at Scully while she's trying to get his sorry ass back to DC.
Attempting an investigation without filing the proper paperwork. It's foolish and it gives those above who are looking for anything to use against him ammunition. And the rationale that he didn't file papers because he knew it would be turned down is childish. The attempt should at least be made.
Shouting down the Section Chief. That is so not wise!
Trespassing. Twice. I'm sure that the military is going to just love a nosy FBI agent with an almost pathological need to tell the truth to everyone whether they want to hear it or not nosing around their clean up site.
Violating a federal quarantine. Shame shame!
