This episode features a particularly galling example of Barking!Mulder. Mulder barks orders at Scully while she's trying to get his sorry ass back to DC.
Attempting an investigation without filing the proper paperwork. It's foolish and it gives those above who are looking for anything to use against him ammunition. And the rationale that he didn't file papers because he knew it would be turned down is childish. The attempt should at least be made.
Shouting down the Section Chief. That is so not wise!
Trespassing. Twice. I'm sure that the military is going to just love a nosy FBI agent with an almost pathological need to tell the truth to everyone whether they want to hear it or not nosing around their clean up site.
