Why does Mulder ask questions to which he already knows the answer? He knows that there are shadowy figures out there trying to thwart his work surely he can't be surprised that such powerful people have people in Congress? They control people in the FBI and the CIA.
Interrupting Scully: As usual Mulder seems to be completely incapable of letting other people finish a sentence. This time he does it in front of a Senate Committee.
Bursting out yelling a senator is not a wise thing to do. Plus it make one look like a nut.
Assaulting a prisoner: That's a good way to get a low life off on a technicality.
Assault and Battery: Mulder has a difficult time controlling his violent impulses when Krycek is around.
Theft: I'm sure the man at the gulag whose truck he stole didn't appreciate Mulder taking his vehicle.
