Orphaned as a young boy, Simon Templar (Val Kilmer) decides to control his own fate as he grows up. Talented at hiding himself in the open Simon becomes a spy for sale. His wanderings come to an end when he meets Dr. Emma Russell (Elisabeth Shue), a physicist, and falls in love. After saving her from the Russian Mafia Kingpins Ivan and Ilya Tretiak (Rade Serbedzija and Valeri Nikolayev), who are becoming millionaires while fleecing the citizens of Russia, she helps him perform the necessary three miracles to become a saint, even as his nemesis Scarface (Tommy Flanagan) tried to hunt them down and kill them.
