Executive Order No. 9066
LESSON THREE: EXECUTIVE ORDER NO. 9066 (CONTINUED...)

OBJECTIVE:
 - (same as LESSON TWO)

INITIATION:
 - Give the class the term mass hysteria and its definition.
 
TEACHER INPUT:
 - Pass out to the class the anti-Japanese quote spoken by a
   US Congressman.

 -  Pass out the picture of the man with the sign over his cash register.

GROUP ACTIVITIES:
 - Have the class divide into small groups of three or four.

 - Ask the class to discuss their reactions to the quote.  Does it make them angry?  Do they think
   it is unfair?  How could they argue with the quote?

 - Ask the class to discuss their reactions to the picture?  Does it anger them? Can they sympathize 
   with the man's sentiments? Do they think it is wrong?

WHOLE CLASS ACTIVITY
 - Divide the class in half and pretend that the class is a meeting of Congree.

 - Assign one half of the class to be in favor of Executive Order No. 9066 and have one half to be
   opposed to it.

 - Mediate the debate over whether Executive Order No. 9066 is a good idea or if it is un-Constituional.
   Encourage the class to refer not only to their opinions but also to you what they have learned over
   the past couple of days about (ie. Pearl Harbor) to support their stance.

 - Encourage the class to be as honest as possible without name calling or reference to their opponent's
   characters.  Lay down ground rules that only one person at a time is allowed to speak.

INDEPENDENT ACTIVITIES:
 - If/When the debate starts to get too out of hand, end it and just have the students write out their stance
   on a piece of paper.  

CLOSURE:
 - After they have finished writing ask for volunteers to read what they have written to the class in favor of
   their argument.  Make sure you alternate between the two stances (ie. if a person reads something in favor 
   of Executive Order No. 9066, then make sure the next person reading is in opposition to it.)

 - Have the students changed their minds?  Ask the students what the role of mass hysteria probably played
   in Congress' decision to implement Executive Order No. 9066.  Take a tally of how many agreed and how
   many disagreed.
