"During The Earthquake"
Do Not run towards a window to see what is happening.  Glass is often one of the first things to break.  Remember, at the time of an earthquake, you need your eyesight first and foremost.  
At home one of the best places to be is in your hallway.  It usually has no furniture that will fall on you, though you may have pictures that may fall.  Take a sitting position with your back against a wall and just let the earthquake shake, rattle and roll.  You can pickup after the quake is over and usually that's fairly rapid.
In your office, under the desk is the best place.  
At school,  place yourself to the side of the desk.  Duck, cover and hold until the shaking stops.
Places where large numbers of people are in attendance provide more problems due to panic.  If there's a seat or a chair, get under it.  Chances are you couldn't reach an exit before the earthquake stopped and there's less chance of being trampled by a crowd.
Do Not run out of buildings or homes.  There is a great chance of being hit by falling debris, exploding windows and other unknown hazards.  By staying inside, in a safe place, you know what to expect.
