Source: "The federal system, together with de facto independence (although constitutional ties to Britain remain), was instituted on 1 January 1901. As in so many cases there were two key moments, one legal, one ceremonial. Chart 14 is set for 00:00 hrs. on 1 January 1901, in Melbourne, the new capital city. This is based on the assumption that the legal implementation of the legislation creating the federation came into effect at this time; in Melbourne the celebrations began at a banquet held on the night of 31 December 1900 to 1 January 1901. Chart 15 [the chart represented on this web site, above] is set for the ceremonial proclamation of the federation at 1:25 p.m. on 1 January in Melbourne." "The festivities began at 9:30 a.m., at 1:00 p.m. the Queen's representative stepped onto the stage, and at 1:25 p.m. the new state was officially proclaimed."
