Source: "On 18 November 1918 the Latvian National Council assembled in the capital, Riga. The first business of the meeting was to formally elect the president [...[ and the second business was the reading of the declaration of independence. Chart 187 for Latvian independence is set for this date and place and, in the absence of accurate information, for 12:00 noon. [...]"

"Latvia's restoration of independence was initiated by its declaration of sovereignty on 28 July 1989 ... [and] in the absence of precise information [is calculated for] 12:00 noon.

"The declaration of independence from the USSR was issued on 4 May 1990 [...] Information from Latvian astrologers indicates that the independence proclamation was issued at about 4:00 P.M. ... Legally this moment occupied the uncertain middle ground between the initial declaration of sovereignty (the right to declare independence) issued first from the other non-Soviet Baltic Soviet republics, and the declaration of full and immediate independence which followed.

"Full independence from the Soviet Union was proclaimed on 21 August, 1991, following the abortive coup of 18 August. Initial reports indicated that the proclamation was made in the early hours of the morning or around noon. However, information from Latvian astrologers indicates a time of between 11:20 and 11:30 A.M. Chart 190 for Latvian independence is therefore set for 11:25 [BGT] (8:25 A.M. GMT) 21 August 1991."
