(if you don't see a scratch card, your browser doesn't support Java to the degree necessary- go here instead) The rather unusual costume Barbara is wearing is standard amongst female members of the Klingon diplomatic corp, not that Klingons are all that diplomatic at the best of times. The braided hair is excellent for concealing an emergency sword for when negotiations break down. The skimpiness of the rest of the garment, with little room for a weapons cache itself, lulls the other negotiators into a false sense of security.
