INSTRUCTION No. 4-1

BASIC DISASTER RESPONDER COURSE

Purpose: This Instruction is issued to mandate completion of a basic course of instruction in disaster operations by all Brigade personnel, regardless of rank, duty assignment, or prior experience.


1. Course Description: The BASIC DISASTER RESPONDER COURSE is an independent study course consisting of a course text and an end-of-course examination.

a. Course Contents include a seven section text: 1 - Disasters, 2 - The Federal, State, Local Response, 3 - Integrated Response and Freelancing, 4 - The Characteristics of Disaster Operations, 5 - Response Readiness, 6 - Plans and Orders, and 7 - Communications.

b. The end-of-course examination is an open book, multiple choice examination designed to test the ability of the individual to apply the course material to actual operational situations. A score of 80% correct responses to test questions is required to pass.

2. Distribution: Each new member will be sent a copy of the text and examination on approval of his or her application.

3. When The Course Must Be Completed: Members must complete the course within their first year of membership. Failure to do so will bar promotion and will result in denial of renewal of membership. Only individuals who have completed the course successfully will be assigned to emergency servcies duties.

4. Documentation Of Completion: Completed answer sheets will be retained in the individual member's personnel file to document course completion. On request, a certificate of completion will be issued to the member.
