INSTRUCTION No. 3-1
EMERGENCY MANAGEMENT QUALIFICATION
Purpose: This instruction establishes an emergency management qualification program to identify and recognize individuals with significant emergency management skills within the organization and to provide incentives for the completion of professional training.
1. Requirements:
a. Basic Award:
(1) Experience:
(a) Participation in a declared disaster for one work shift or in one local or state functional or full scale disaster exercise for at least four hours.
(b) Participation in a minimum of one organizational tabletop disaster exercise.
(c) Minimum of six months service.
(2) Training:
(a) Complete three Federal Emergency Management Agency Independent Study courses: IS-2 Emergency Preparedness USA, IS-275 Role of the EOC, and IS-288 Role of Voluntary Agencies in Emergency Management.
(b) Complete the Brigade Basic Disaster Responder Course.
(3) Skills: Demonstrate competence in at least one mission duty position by succesfully completing all required tasks for the position using the Brigades's published skills standards.
b. Senior Award:
(1) Experience:
(a) Participation in a minimum of three declared disasters for at least one work shift or local or state functional or full scale disaster exercises for at least four hours each.
(b) Participation in a minimum of three organizational table top exercises.
(c) Minimum of two years service after qualification at the Basic level.
(2) Training: Complete three additional Federal Emergency Management Agency Independent Study courses: IS-1 Emergency Program Manager, IS-120 Community Disaster Exercises, and IS-7 Disaster Assistance.
(3) Skills: Demonstrate competence in at least three mission duty positions by succesfully completing all required tasks for the positions using the Brigades's published skills standards.
c. Master Award:
(1) Experience:
(a) Participation in a minimum of seven declared disasters for at least one work shift or local or state functional or full scale disaster exercises for at least four hours each.
(b) Participation in a minimum of seven organizational table top exercises.
(c) Minimum of two years service after qualification at the Senior Level.
(2) Training: Complete five additional Federal Emergency Management Agency Independent Study courses, including IS-513 Professional in Emergency Management.
(3) Skills: Demonstrate competence in at least seven mission duty positions by succesfully completing all required tasks for the positions using the Brigades's published skills standards.
2. Award Process: Individuals meeting requirements will submit an application with copies of training certificates and other supporting documentation. Applications will be considered by a qualification board consisting of individuals holding professional emergency management certification and having actual disaster and emergency response experience. Individuals desiring qualification may be asked to appear before the Board.
3. Form of Award: Individuals meeting requirements at all three levels will be awarded an appropriate certificate.
4. Records: A copy of the certificate of award will be filed in each individual's personnel record. In addition, individuals qualified and their level of qualification will be identified on the unit resource roster.
5. Operational Employment: Where possible, individuals holding the Senior or Master award levels should be employed as positional trainers for new personnel assigned to emergency duties. All individuals assigned to work unsupervised in a duty position should hold the Basic award level.
