Incident Action Plan

The following Incident Action Plan directs Virtual Emergency Operations Center response to Local Emergencies, States of Emergency, and Presidentially declared Disasters. It is prepared using the format of National Interagency Incident Management System Incident Command System standard forms, including ICS 202, 203, 204, 209, and others as appropriate (referenced as VICS in this virtual version). Paragraph numbers refer to the block number on the ICS form. Paragraphs which are not included have been reviewed and determined to be not applicable to this plan. The Incident Action Plan translates emergency operations plans, the Warning Order, and the Mission Order into specific tasks for completion.

9. LOCATION: At 1700 center located at 36.8 degrees North by 76.3 degrees West, tracking north northeast at 20 knots.

10. STARTED: 161700

17. CURRENT THREAT: Tropical Storm Warnings posted for North Carolina and Virginia coasts from Cape Fear to Chincoteague, with Hurricane Warnings from Cape Charles, Virginia to Block Island Sound. At 1300 an advisory was issued for riverine flooding for southeastern Virginia and northeastern North Carolina.

18. CURRENT PROBLEMS: Flooding in low lying areas of Ghent and Ocean View in Norfolk, Virginia. In eastern North Carolina, 28,000 people are without power.

21. INJURIES/DEATHS: 1 drowning casualty off South Florida beach, 4 injuries in a shelter collapse in Florida.

24. CURRENT WEATHER: Maximum sustained winds are 65 knots with gusts to 75 knots.

31. REMARKS: FEMA Region III has activated its ROC and deployed the ERT-A to Richmond. FEMA Region IV ROC is activated and an ERT-A has been deployed to Raleigh. Virginia Office of Emergency Medical Services ESF-8 Emergency Support Center activated at 180800 July. The Virtual Emergency Operations Center open to support Virginia ESF-8 readiness actions. Exercise play is being conducted by two state level units (Virginia and New York) of the US Service Command.
