The Cairo Declaration of 1943

 
 
   
  In fact the Cairo Declaration, that was implemented through the Potsdam Agreement, states that Taiwan shall be restored to the "Republic of China". The People's Republic of China was not in existence in 1943 (established in 1949), and after the defeat of the Kuomintang in the civil war and their withdrawal the "Republic of China" continues to exist on Taiwan. The exact wording is as follows:

"...all the territories Japan has stolen from the Chinese, such as Manchuria, Formosa [ie Taiwan] and the Pescadores [the Penghu archipelago in the Taiwan Strait] shall be restored to the Republic of China."
