From January 11, 1998 to June 10, 1998
• Alteration of territory of existing election precincts or establishment of new
ones.
• Carrying of firearms or deadly weapons, and the use of uniforms, insignias, etc.
• Transfer of assignment of officers and employees in the civil service including
public school teachers.
• Organization of strike forces or similar groups.
• Use of bodyguards or security personnel by candidates.
• Suspension of elected officials at the provincial, city municipal and Barangay
levels.
From February 10, 1998 to May 11, 1998
• Giving of donations or gifts in cash or in kind, etc.
From March 12, 1998 to June 10, 1998
• Illegal release of prisoners
From March 27, 1998 to May 10, 1998
• Appointment or hiring of new employees.
• Creation or filling of new positions.
• Promotions or giving of salary increases or privileges.
• Release of public funds for public works, social services and development.
• Construction of public works, delivery of materials for public works and
issuances of treasury warrants and similar devices.
