Yukai is Seraphim's second in command and uses the school to scout out potential additions to their cause. He can also be called, if you will, 'the man with dark eyes'. Take THAT as you want.

It's not so much that Yukai's plain evil as he just doesn't give a damn. An ESPer with focuses in telekenesis and empathy, he was one of the few ESPers able to learn to control his abilities by himself. But he was perminantly scarred about this and hardened to the world. He trains ESPers, rather like the Sensei did, but with a major difference -- he never teaches them proper control, but how to enhance things. An example would be his training Yuuhi to enhance other people's pleasure and thus his own.

Yukai is fucking scary in a fight, since he both throws everything in the area at them, and hits them with waves of emotion. For those who've seen an anime called 'Weiss Kruez', consider him a kind of combination Shuldich/Nagi.
