Dear Alaska PASS member,

The purpose of this letter is to inform you that Mr. Bill Wagner has 
decided to exercise his return rights to the lower 48 and I am soliciting
the Alaskan PASS membership for a regional assistant.

If you or any PASS member in Alaska is interested in the position, forward
a one page resume on your union experience and why you want to be the regional
assistant to me no later than 8/1/98.

The regional assistant will normally act on my behalf by interfacing with
the membership, representatives and management.  The assistant will be expected
to carry out regional and national union policies and communicate those
policies to the membership.  The assistant will be the focal point for L/R and 
EI and provide guidance to union members.  The assistant will be expected to
arbitrate grievances.  There will be some work after hours and on weekends.
There will be a fair amount of travel within Alaska and the lower 48.

If anyone has any questions, please feel free to contact Bill or myself.

Alaska PASS Member,

PASS and the Alaska Region are in dire need of your help.  Please share 
the following information with as many people as possible!

The FAA is attempting to take away Permanent Change of Station (PCS) 
benfits from individuals covered by Re-employment, Restoration and Return
Rights (3R)!  The ABA organization (Office of Financial Services) has
stated that the agency will no longer pay for any expenses other than
shipment of vehicles, per diem, travel expenses and shipment of household
goods (up to 18,000lbs) for anyone returning to their parent region on a
return rights contract.  This means that home relocation programs, temporary 
quarters, etc. will not be available for anyone PCS'ing on a return rights
contract.

PASS has taken the initial steps to rectify this situation and restore these
benefits for employees covered by return rights.  To date I have written a 
letter to the agency requesting their PCS policy in writing to the union.
I have also written a formal complaint to the "Administrators Hotline" and 
written a personal message to Ms. Jane Garvey.  PASS has not filed a grievance
as of today due to the fact that the agency has not acted on this policy and 
the union cannot produce anything in writing substantiating the agency's
new policy.  The request to the agency to provide this policy in writing is
due to the union on July 1, 1998.  You can read a copy of all of the documents 
submitted by the union in the "PASS in Action" section of this webpage.

The Alaskan PASS organization intends to start a legislative action this week 
in order to bring to bear as much pressure as possible on the agency in this 
matter.  Your help is needed!  Please contact Debbie Stephens (Alaskan Region 
Legislative Officer) or Bill Wagner if you are willing to assist in this effort.
In addition, please contact to your local representative if you need any 
assistance in writing the Alaskan Congressional Delegation.  Your local 
representative can acquire sample documents from Debbie or myself that will
aid you in an effective letter to your Senators and Congressman.  It is 
imperative that each and everyone one of us unite in this effort if PASS is
to prevail!

In a related matter, PASS is scheduled to arbitrate the national grievance 
filed due to the agency's decision to delay employees return on 3R contracts
until after October 1, 1998.  The date of the arbitration is August 14, 1998.
PASS requested an expedited arbitration but was denied.  An arbitration date
of August 14, leaves very little time for briefs to be filed and a decision
rendered prior to October 1.  PASS is trying to apply as much pressure as 
possible to resolve this matter, but to date the agency has been unwilling
to cooperate.  PASS is launching a legislative campaign in this matter as
well.  Please contact your local representative for further assistance and 
information.

On a positive note,  most recent performance indicators continue to rise.  PASS
was just provided with a graphical representation of Contactor maintained 
facilities in Alaska as compared to FAA maintained facilities.  We far exceed
contactor performance.  Denny Powell (AAL-400) presented this information to
the Aiway Facilties Management Team in Washington, D.C. last week.

Alaska PASS Member, 

Bill here with some new news.  Convention "99 will soon be upon us.  The
PASS convention will be held in Kansas City, Mo. The National Office has
requested that anyone with input or ieas surrounding the convention to 
please forward them by the end of June.

PASS recently won a decertification election in AFS-700. AFS-700 is the 
Flight Standards unit in Oklahoma City, OK.  PASS won the election 59-29.
Congratulations to the PASS members of AFS-700.

PASS is soliciting information from its MCC personnel. As you have probably
already read, PASS is oppossing the move to OCC's.  In order to build our
case we are asking that MCC personnel forward information about their
technical capabilities at the current time.  PASS wants to stress that the 
information sought is not current operational practices in use but 
operational capabilities. Please forward this information to your
representatives so that they may get it to the National Office.
