Introduction

Welcome to the 1999 Safari Scatter.

Once again we are inviting you to venture out on to the roads of map 185, Winchester and Basingstoke, for an event that we're sure will provide you with an enjoyable evening's entertainment.

We are going to continue to use the fun bits of 'WinchBas', avoiding the built-up areas. Years of experience tells us the roads out there can be fun and we've set an event that will let you enjoy them to the full. The start location near West Meon is easily accessible for everyone (it's on map 186) and puts you right in the heart of the event from the word go, and also means we can all get home to bed quite swiftly once our prompt results team has done its stuff.

Once again we have decided to evolve the event format. The many of you who have participated in previous Safaris will recognise the recurring theme of 'one thing leading to another', but we continue to move on and keep the event fresh and different from anything else. This year we are putting the route decision and time management element to the fore: this will give everyone the chance of a good score, ensuring crews are separated by more than whether or not they solve one particularly mind bending clue. There will be lots for everyone to do, and the navigation will definitely be Novice-Friendly. This year it will be possible to achieve approaching 75% of the target score from map references alone, so even if you struggle with the clues there will still be plenty of boards to get. As you would expect from the Safari, drivers will continue to be entertained with lots of variety in the territory to be covered, but perhaps a couple more opportunities to pause for breath than in the last couple of years.

Please complete your entry form right now and get it in the post - it would help us a great deal. We have had some of the biggest entries for local scatters over the past couple of years, but with most entries flooding in over the few days leading up to the event, when we’d much rather have them a week or two beforehand and know how many to plan for. SUPPLEMENTARY REGULATIONS

    Announcement

  1. The Windsor Car Club Limited will promote a Navigational Scatter Event on 27th/28th March 1999 which will be held under the General Regulations of The RAC Motor Sports Association Ltd (incorporating the provisions of the International Sporting Code of the FIA) and the Supplementary Regulations.
  2. A Waiver of Permit has been applied for.
  3. Eligibility

  4. The event is open to all full members of Windsor Car Club Ltd. And the following invited clubs:

    Malden & DMC Hants & Berks MC Cranleigh MC
    Hart MC Dolphin MC

    The event is a round of the 1999 Five Maps Scatter Championship.

    Start and Finish

  6. The start and finish will both be at the layby at MR 185/650 263.5 (NB also on map 186). Petrol will be available nearby. Scrutineering will commence at 19.00; competitors should be signed on by 19.40. Club membership cards will be inspected. Competitors are reminded that scatter events encourage the use of standard road cars and modified cars are discouraged.
  7. Navigation will be issued to all crews at 20.00.
  8. The finish control opens at 00.00 on Sunday 28th March 1999 and closes by 00:29:59 Crews who start but fail to hand in their route card by 00:29:59 will be deemed to have retired. All crews arriving at the finish will be eligible for a piece of birthday cake, even those arriving late!
  9. Area Traversed

  10. All search points are located on map 185 issue C. There is no set route but it should not be necessary to exceed 100 miles to reach the target score. No more that 75% of the points listed need to be visited to achieve the target score.
  11. Crews

  12. Each crew shall comprise one driver and one navigator. Extra passengers may be carried up to the capacity of the vehicle.
  13. Classes

  14. There will be three classes; Experts, Semi-Experts and Novices:
  15. Experts a crew in which any member has finished in the top two positions in an event based on Ordance Survey maps (other than closed-to-club events, or competing as a driver in a Stage rally, Navigational Rally or Road Rally) in the last three years. Also classed as experts are the winners of the annual 1st Semi-Expert awards in the previous year's championship.

    Semi-Experts a crew classed as neither Expert nor Novice. Also classed as semi-experts are the winners of the annual 1st Novice awards in the previous year's championship.

    Novices a crew in which no member has won a novice class in any two events based on Ordnance Survey maps (other than closed to club events) where the novice starting entry has been five or more.

    If in any doubt about your class refer to the FMSC 1999 regulations

    A crew may be reclassified at the organisers' discretion.

    Awards

  16. The folllowing awards will be made :
  17. First Overall The Wayfarer Trophy and two awards
    First Expert Two Awards
    First Semi-Expert Two Awards
    First Novice Two Awards

    No competitor may win more than one award. The Wayfarer Trophy is to be held for one year or until one month prior to the awards night for the 2000 Safari Scatter, whichever is shorter. Additional class awards may be presented if there are sufficient entries within that class.

    Entries

  18. The maximum entry is 60, the minimum 20. Entry opens on publication of these Supplementary Regulations and closes at 19.00 on Tuesday 23th March 1999. Entries shall be accepted in order of receipt.
  19. If the mimimum number of entries is not reached by the closing date, the organisers reserve the right to cancel the event. In this situation, entry fees will be refunded less £1 to cover administration costs.
  20. All entries must be made on he enclosed entry form and should be sent, accompanied by the entry fee of £6, to the Entries Secretary, to be received by the closing date. Cheques payable to Windsor Car Club Ltd please. Entries received after the closing date may be accepted at the increased fee of £10.
  21. Navigiational Equipment Required

  22. OS 1:50000 Landranger Second Series sheet 185 issue C (1997) will be required together with normal navigational equipment, including romer, drawing and magnetic compasses, long ruler, protractor, scissors, calculator, tracing paper, bright torches and suitable clothing and footwear. Use of furry dice is discouraged.

    Results

  26. Provisional results will be announced as soon as possible after the finish control closes. Final results will be posted to all entrants within 7 days after the event.
  27. Protests

  28. As this is a sporting event, protests are not encouraged but will be reluctantly acceped if submitted in accordance with sections O5 and E8.1.6 of the General Regulations.
  29. Timing

  30. This will be by the organisers' and marshals' watches which will be set to BBC time. The master clock to which all official timepieces are synchronised will be displayed at the start.
  31. Codeboards

  32. Route checks will be in the form of codeboards, a sample of which will be displayed at the start. Map references and other navigational problems will be used to identify the location of the codeboards.
  33. Manned Controls

  34. There will be two manned controls. At each location a timed navigational task may be undertaken.
  35. Conduct at control and codeboard sites

  36. Competitiors parking inconsiderately or leaving lights on main beam at route checks or marshal points may be penalised
  37. The Start and Finish and all controls and codeboard sites are designated as quiet zones. Other quiet zones may be published in the Final Instructions or navigation. In quiet zones all drivers should extinguish auxilliary lights (not to incude fitted spotlight which cannot be extinguished separately from main beam), use the highest gear possible, and drive slowly.
  38. Scoring

  39. Details of the scoring system will be published in the Final Instructions.
  40. Ties

  41. Ties will be resolved as follows:
    1. Greatest number of route checks visited
    2. Least number in crew
    3. Anything else the organisers can think of

    Final Instructions

  42. Final Instructions carrying the same force as these SRs will be posted to the navigator not less than 2 days before the event. These will include any Black Spots and Quiet Zones which may be issued for the event. The organisers reserve the right to publish amendments or additions to these SRs if considered necessary.
  43. The Five Maps Scatter Championship

  44. In the 1999 Five Maps Scatter Championship, crews must register in order to be eligible for inclusion in the championship tables. You can register by sending £3 to: Allan Worden, 5 Gorse Ride South, Wokingham, Berks, RG11 4EH.
