At the OPR Hearing

Apparently, having no regard for the impression he may give, Mulder shows up to the hearing late.

Skinner:  They're asking her for a narrative, they want to know why she was in the wrong building.

Mulder:  She was with me.

Skinner:  You don't see what's going on here, do you?  There's forty-five million dollars worth of damage to the city of Dallas.  Lives have been lost.  No suspects have been named.  So the story that's being shaped ... is that this could have been prevented.

Mulder:  They want to blame us?

Hello!  That's exactly what Skinner is saying.  How long has Mulder been dealing with these people that he still doesn't get it.  If they don't kill him then they'll try to discredit him.  It's not like he hasn't seen this happen before.  Why is it so hard to get anything through that thick skull of Mulder's?

General Punkesque Behavior

Littering:  Again.  Where exactly was he planning to put the husks for the sunflower seeds he was eating?

Unprofessional Behavior

Showing up late:  That's really going to make him look good.  Every boss loves it when you show up when you damn well please.

Interrupting the wench -er A.D. Cassidy while she was speaking:  Although frankly I'd do anything to keep from having to listen to her blather on ignorantly it wasn't a smart thing for Mulder to do.

Insubordination:  A.D. Cassidy gave Mulder an order and I'm sure she meant for him to obey it.  However, if you looked carefully Mulder never moves until A.D. Skinner gave him the nod.
