A proper tank size for a betta is anything they are active when they are fighting , breeding or in a tank with female betta's or in a community tank but when they arent in or doing any of these things they will be drab and boring . The best think to start out with is a bowl , 1 gallon tank or a 2 gallon . I would start with the bowl first . If your gonna have the betta in a bowl or tank thats fine but in the winter time you may wanna put it in a warmer spot in the house or apartment or you can buy a small heater . I got one for $6.00 so they are cheap.
I don't betta's are good community because when I first got Neptune and Uranus , I put them in my Community Tank the Gourami's scared them and they hid under the castle all day the first dayb I got them . Here's a good rule to follow w/ the fish and tank . The rule is 1 inch per gallon.

If you want you can have a community tank of betta's , you can put 1 male in w/ several females but males can reject the females or female and kill her .
And if your gonna have male betta's dont split a bowl or small tank in half because if causes stress for them , and this is common that males will ram into the glass trying to get the other male . But spliting a tank by having 1 male and 1 or more females will not cause stress sometimes.
