FBI says threatening letter an apparent hoax

WASHINGTON ---- A threatening letter containing a powdery substance was opened barely 20 feet from the Senate chamber Thursday in what Majority Leader Tom Daschle called an apparently harmless "copycat mailing" of last fall's anthrax attack.

"The early test showed in this case that it was not anthrax," Daschle told reporters. "While we don't know what the substance was, we hope to find out in the next 48 hours."

Discovery of the letter in Daschle's second-floor suite of offices sent an emergency team rushing to the Capitol and prompted officials to briefly quarantine some areas of the building.

In comments to reporters several hours later, Daschle said the letter bore some similarities to one mailed to him last fall that contained anthrax.

"The content of the letter (opened Thursday) was very similar in tone and the wording of the letter that was sent to us on Oct. 15. It said 'this was anthrax, death to America,' something to that effect, and 'Stop the bombing' was the only phrase that was new," Daschle told reporters.

The "Stop the bombing" apparently referred to the American air campaign over Afghanistan, which had not yet swung into full gear at the time the anthrax-tainted letters were postmarked in October.

Earlier, an FBI official, speaking on condition of anonymity, said the new letter appeared to be an anthrax hoax. It was sent to the Army's Fort Detrick in Maryland for further testing.

A separate law enforcement source, who would not be quoted by name, said the letter was postmarked from London in November. The letter had an affixed stamp, whereas anthrax-contaminated letters previously sent to Daschle and Sen. Patrick Leahy, D-Vt., were on pre-stamped envelopes used only for domestic mail.

A congressional source, speaking on condition of anonymity, said the letter was folded in an unusual fashion and ---- intentionally or not ---- was packaged in a way that could have allowed the powder to escape detection in screening machines used to check Capitol mail.

The initial field test on the new letter normally would pick up the presence of anthrax spores even if they had been killed in the irradiation process now used on all mail addressed to Congress, the law enforcement source said.

However, an expert at the Centers for Disease Control and Prevention in Atlanta said field tests are not very good at detecting low amounts of anthrax. A more sensitive laboratory "immunoassay" test, or a test called PCR to hunt any remaining DNA, would be more trustworthy in detecting irradiated anthrax spores, said Dr. Richard Meyer.

Daschle said the letter was opened in an office that is only 20 feet from the Senate chamber, although Congress is in recess.

"We took this white powder very seriously. There was a note inside that basically said this was anthrax," Daschle said. "The content of the letter was very similar in tone and the wording of the letter that was sent to us on Oct. 15.

"You could call this a copycat mailing, because in many respects it was very similar to the letter of Oct. 15," Daschle said. "It would be pretty easy to copy that, and that appears to be what somebody did."

Dangerous or not, the discovery was a reminder of the anthrax incidents of last fall, in which 18 people became ill and five died in separate attacks in Florida, Washington, D.C, and the New York-New Jersey area.

Daschle was the recipient of an anthrax-tainted letter in October that exposed more than two dozen people to spores and led to the closure of the Hart Senate Office Building across the street from the Capitol. The building remains closed as officials attempt to kill all lingering spores.

The development was a reminder of how little has been learned about the culprits behind the anthrax letters that shook the nation last fall after the Sept. 11 airliner-hijacking attacks. No arrests have been made in connection with any of the anthrax-tainted letters.

Azeezaly Jaffer, a Postal Service vice president, said postal officials are talking with the FBI about increasing to $2 million the reward for information leading to the arrest of anyone mailing anthrax.

No Anthrax In Daschle Letter

(AP) The suspicious powder sent in a threatening letter to Sen. Tom Daschle's office was talc, the FBI said Friday.

"We are going to investigate the letter as a criminal hoax," FBI spokesman Chris Murray said.

He declined to discuss details of the letter.

The tests confirmed earlier procedures which showed the letter did not contain anthrax, unlike a heavily contaminated letter sent to the senator Oct. 15.

Discovery of the new letter Thursday prompted a quick response from emergency crews, who were dispatched to Daschle's Capitol office. But an FBI official, speaking on condition of anonymity, said later that the new letter appeared to be an anthrax hoax. It was sent to the Army's Fort Detrick, Md., testing facility.

Fort Detrick spokesman Chuck Dasey said tests on the new letter would take about 48 hours and final results were not expected before late Saturday. He said the results would be announced by the FBI.

Daschle described the letter opened Thursday as "a copycat mailing" that was similar in message and tone to the previous letter.

"It said this was anthrax, death to America, something to that effect, and 'stop the bombing' was the only phrase that was new," Daschle told reporters.

"Stop the bombing" apparently referred to the American air campaign in Afghanistan, which had not yet swung into high gear at the time the anthrax-tainted letter was postmarked in October.

Daschle, who was not in the room at the time, said the new letter was opened Thursday morning in the Capitol barely 20 feet from the Senate chamber. Congress is currently in recess.

"The early test showed in this case that it was not anthrax," Daschle said in a telephone conference call with reporters. "We took this white powder very seriously. There was a note inside that basically said this was anthrax."

Daschle said the substance was in a separate packet, possibly explaining why no powder fell out when the corner of the envelope was cut under congressional mail screening procedures. The mail was irradiated, and a field test showed the substance is not hazardous, Capitol Police spokesman Lt. Dan Nichols said.

Nichols would not rule out the possibility the substance could have been harmful before it was irradiated.

But Environmental Protection Agency officials said they believe a repeat fumigation effort last weekend killed any remaining spores.

FBI: Suspicious Daschle letter a possible hoax

WASHINGTON (AP) A letter with a threatening note and a powdery substance surfaced Thursday in Senate Majority Leader Tom Daschle's Capitol office. Initial tests were negative for hazardous material, and the FBI was treating it as a hoax. "The material is not hazardous right now," Lt. Dan Nichols of the Capitol Police told reporters as officers moved swiftly to quarantine the area around Daschle's second-floor suite just off the Senate floor. An FBI official, speaking on condition of anonymity, said the letter appeared to be a hoax. It was sent to the Army's Fort Detrick center in Maryland for further testing.

Dangerous or not, the discovery was a reminder of the anthrax incidents of last fall, in which 18 people became ill and five died in separate attacks in Florida, Washington and the New York-New Jersey area.

This time, the letter was opened in the Capitol itself, somewhere in Daschle's suite. Ranit Schmelzer, Daschle's spokeswoman, said the South Dakotan was not present.

Nichols said Daschle was "well aware of the situation and he is safe."

As a precaution, police cordoned off an area around Daschle's office, and briefly restricted movement in the area immediately above on the Capitol's third floor.

Nichols described the letter to Daschle as threatening in nature, but he refused to elaborate. He also said he expected officials would check facilities where the letter traveled on its way to Daschle's office.

The Postal Service in November put up a $1.25 million reward, $250,000 donated by the advertising company Advo.

All told, officials have confirmed 18 cases of anthrax in Washington and elsewhere since October 11 inhalation and seven of the less-serious skin form.

Two anthrax-tainted letters had been discovered in the congressional mail system: the one opened in Daschle's office in October and a second one addressed to Leahy.

They had identical handwriting saying in part, "09-11-01 You can not stop us. We have this anthrax." They concluded: "Allah is great."

The House Emergency Communications Center, in an internal memo to House offices, said Capitol Police conducted tests that were negative. Police took the letters and were investigating, the memo said.

"It appeared to be a hoax," said Angie Lundberg, spokeswoman for Sen. Saxby Chambliss, R-Ga.

The offices of Chambliss, Sens. Norm Coleman, R-Minn., and Lamar Alexander, R-Tenn., received the letters in the Senate, aides said.

In October, 2001, envelopes laced with anthrax were sent to the offices of Senate Democratic leader Tom Daschle, D-S.D., and Sen. Patrick Leahy, D-Vt. Since then all mail addressed to Capitol offices is screened and irradiated before being delivered.

An assistant to NBC anchorman Tom Brokaw contracted the skin-based form of anthrax after opening a "threatening" letter to her boss.

Officials quickly said there was no known link to either the Sept. 11 terrorist attacks or the more serious inhaled form of anthrax that killed a supermarket tabloid editor in Florida last week. The 38-year-old NBC employee was being treated with antibiotics and is expected to recover. The letter was postmarked in St. Petersburg on Sept. 20 and opened Sept. 25, authorities said.

There was some similarity in the handwriting on both letters, Mawn told the Associated Press, declining to discuss the contents. Both were anonymous letters with no return address; the NBC letter was postmarked Sept. 20, and the Times letter Oct. 5, NBC said.

Roach gets mysterious powder, threatening note

OLYMPIA -- An envelope with powder and a threatening note was sent to a state senator's office and authorities said yesterday they were investigating the matter.

Washington State Patrol spokesman Greg Pressel said there was no sign of anthrax, botulism or poison in powder sent to Sen. Pam Roach, R-Sumner.

An aide to Roach found the envelope with powder just before 10 a.m. yesterday. Roach said a message scribbled in large block print said "ROACH, GOT PULLEN, YOU'RE NEXT."

King County Councilman Kent Pullen died April 14 after a long battle with cancer.

Roach was Pullen's chief of staff and is reportedly interested in Pullen's seat.

"I'm not easily intimidated; but it's a very hurtful notion when you have ashes in an envelope," Roach said.

There have been more than 40 powder incidents since Sept. 11, 2001, at the state Capitol; all have been hoaxes.

Written in crayon, Roach said the return address indicated the envelope came from Bonney Lake Elementary, located in her district. She said the envelope had a postmark, as well.

"We'll be able to narrow it down to where the post office is at," said state patrol spokesman Grant Hulteen. "We could get lucky and there could be a print on the envelope and we could go right to the person."

In January, an anonymous e-mail from an account, which has since been closed, had been sent to various media agencies claiming Roach had pulled a gun on one of her legislative aides. Soon after, a Senate facilities committee reprimanded her for her behavior after two of her aides resigned earlier in the session. Roach has since said the incident is untrue, and has been appealing the matter.

The State Patrol had not investigated who could have sent that e-mail, though they will now re-open the matter to determine if the incidents are linked.
