Anyone
can legally travel to Cuba, with or without the approval of
the Office of Foreign Asset Control (OFAC). Those traveling
without a "specific license" are doing so either
on a "general license", which does not require the
permission of the OFAC,
or illegally. Since you can visit OFAC

licenses, we will cover the illegal side of traveling to Cuba.
Thousands of US citizens travel to Cuba illegally - and the
numbers are growing every year. Travel to Cuba, without a
specific or general license, is illegal for all US citizens
and can be fined up to US$250,000 and serve up to 6 months
in jail.
