Boris Cristoff was kind enough to provide me with the following information

"The date I propose is taken from the historic document
"Actas de la sala de representantes de la Provincia Oriental," of
1825, which is available in the library of El Palacio Legislativo,
in Montevideo. This unique document states that the session began
at 19h00. A specific agenda was followed, and certain decisions were
reached. I slowly read through the decision-making process; and my
chronometer indicated around that the entire session took about 20
minutes. I then added another 15 minutes for voting, a small time
because this merely involved questions of order; the big moment would
be forthcoming the Declaration of Independence.
"My rectificaction, based on a parallelism between
symbols and historical facts and based upon my PROLUNA
method, added only an addition six minutes to the proposed time.
"The natal chart indicates Sun in Virgo, Ascendant
in Aries 2
, Jupiter in Leo, Moon in Aquarius. Uruguay shares certain similarities
with Switzerland; all the republics of Central America; and with Greece;
in that all seem to exhibit a complex of typical Virgo traits: the
modesty of their people, the small portion of their territory, the
obvious materialism and intellectualism. The image of a large planet
which once existed between the orbits of Mars and Jupiter, and which
was reduced, after exploding, to a series of small asteroids, fits
as a symbol of the once large Federation of Central America (independent
on 15 September), which is now a bunch of six or seven small republics,
all of them celebrating that September 15th independence. Indeed,
it seems that Ceres is their regent.
"In the past, Uruguay had twice the size of
its territory, but resigned half to Brazil, because it preferred having
small but secure frontiers. Switzerland also has had a very similar
and important role in Europe: always neutral and always free of war
compromises. Greece always had cities, never a kingdom or an empire.
These atomizations describe perfectly well such 'Virgo nations'.
"Uruguay is said to be the "Switzerland of the
Americas" not by chance, but because of its social successes: In 1909
it was the first nation of the world to offer free education and diplomas,
and state pensions (this has continued to the present day). All the
American presidents visited Montevideo twice, and it is the capital
of MERCOSUR. It has only three million people -- and seven million
sheep and four million cows. It has a huge medical organization (and
an abundance of bureaucrats).
"Uruguay was fortunate enough to have a full
eighty-eight years of democracy without any dictatorships in the 20th
century; a notable history in relation to all the other American republics.
For the in , Uruguay's Aries Ascendant is very fitting indeed, because
its people are called the fearless 'charruas': the name of the main
tribe before the Spanish conquest. Its independence began with 33
brave natives who obtained their goal. Uruguay won the world football
championship four times, a large percentage given its small amount
of people. In 1972, in the Andes Saga, when a plane with rugby players
crushed, they were the first to survive in such rough mountainous
conditions, during a period that lasted almost three months (see the
Spielberg and Disney film)."
In "The Book of World Horoscopes," Nick
Campion features a noontime chart for the same date, and
adds: "However, the country was not free until after a revolutionary
war in which it was supported by Argentina. The country's independence
and sovereignty was formally recognized by a treaty between Argentina
and Brazil on 27 August 1828, and this date could also be reasonably
taken as the basis for an additional national chart." Campion,

is in Aries, because this sign occupies most of the first house. We
could consider the ascendant of Uruguay as Pisces-Aries, a combination
of both, but with a predominance of Aries. Note that the last degree
of a sign is the 29th degree; 30º doesn't exist, because it is the
zero degree of the next sign (just as 24h00 doesn't exist; instead
we say '0h00')."
