Pluto tells the others that she was reborn on the planet due to the power of Neo Queen Serenity. Then, Sailor Moon becomes the princess and the three outer soldiers bow before their future queen, each introducing themselves. Their duty was to protect the Silver Millenium from afar, but by letting the Death Busters slip past, they feel it was their failure to correct. Sailor Moon and the others want to help in their mission, but Haruka refuses and the others agree with her. They must destroy the Goddess of Destruction.

Darien hacks into the Infinity database and finds information on Soichi Tomoe that his wife was killed and Hotaru critically injured in a fire a few years back. Luna wants to know what Hotaru is doing, since her father is a prime suspect, and sends Rini to do some undercover scout work

Pharoah 90 instructs Kaori Night to find the light "blessed by the planets" for his revival. She in turn sends the last of the Witches 5, Cyprine to do so. Also, to eliminate the two students that escaped from Infinity College, Haruka and Michiru.

Rini waits with her friends in front of the movie theater for Hotaru to come. But, the others go in when the movie starts, so Rini wonders where her friend is.

Professor Tomoe is talking to his daughter in the lab about her "new parts" that are advanced so she should not have any more problems. Hotaru goes to her room to get ready, and flexes her arm, where Rini just outside the window can see the elbow and up is made of cybernetic parts. She had come up to the house to look for her missing friend, but ran away upon seeing Hotaru's secret. Hotaru cannot follow due to another attack, and she feels like her head is burning, like someone is "trying to posses" her.

An unnatural hail starts to fall on Rini during her walk back. She feels numb and passes out, falling just before Bunny and Darien are walking by.

Cyprine confronts Haruka in her apartment, attacking the fugitive from Infinity. She transforms as Neptune and Pluto arrive. The inner scouts all group and join the others in Haruka's apartment. Cyprine fills the room with a mist, and the three outers begin threatening to kill the others, and the four inners do likewise. Sailor Moon attacks Cyprine with "Moon Spiral Heart Attack" but it only splits her into half; Cyprine and Petite Roll. As the Sailor Soldiers begin attacking each other, Chibi Moon arrives and tries "Pink Sugar Heart Attack" to prevent it, but it does not work. Sailor Moon realizes that they cannot hate each other, their goals are the same, their hearts must also become one. She puts her hands together with Tuxedo Mask and Chibi Moon. A ball of light begins to glow, and it materializes into the legendary Holy Grail.
