CITATION

"For heroism and extraordinary achievement while participating in aerial attacks against Japanese forces as the Commanding Officer of a bombing squadron operating in the South Pacific area. Lt. Commander Fowler, through his courageous and skillful action contributed directly to the destruction of one enemy fighter plane and one twin-engined bomber.
He made a daring masthead attack, in the face of concentrated anti-aircraft fire, against a large enemy tanker and scored a direct bomb hit which caused serious damage to and possibly sink the ship. He also participated in a highly successful mission against a strongly fortified Japanese airfield in the northern Solomon's.

By his courage, aggressive spirit and devotion to duty, he upheld the highest traditions of the United States Naval Service."
