Total 12 major engineering exercises since 1984 plus 5 similar, but shorter exercises 1990-1994 known as Cosecha Amistad/Harvesting Friendship conducted as part of Operation Promote Liberty after Operation Just Cause (U.S. invasion of Panama)  

1984

Road building exercise (named Minuteman; renamed Blazing Trails exercise) in wester side of Veraguas Province on the Azuero Peninsula (first such exercise and also the first time U.S. National Guard units used in nation assistance engineering exercises in Latin America). Started building road from Mariato. About 750 Army National Guard members from Puerto Rico participated. 

 

1985

Completion of the 1984 Blazing Trails road building exercise in Veraguas Province; road with 14 bridges completed from Mariato to Quebro in the four-month exercise.  About 10,000 Army National Guard members from Puerto Rico, Florida, and several other states participated, most in several two--week rotations.

 

1986

Blazing Trails road building exercise in Costa Abajo region on the Atlantic coast of Panama southwest of Colon and Fort Sherman.

Nuevos Horizontes/New Horizons exercise (Feb 24 - May 15)

In Chiriqui Province - Constructed two 3-room schools (in Las Lajas and Quebrada Hacha), two 2-room schools (in Quebrada Guabo and Cerro Iglesia), two 2-room clinics (in Quebrada Hacha and Hato Juli) and conducted medical-dental screening activities. 

Total estimated cost for construction of the schools is $280,000, and the medical clinics is $180,000. Each MEDRETE cost about $40,000. These costs did not include associated costs such as standard operating costs and the cost of transporting personnel and equipment. Including these costs, the total cost of the NH03 exercise in Panama was approximately $14 million

 

2005 *

Nuevos Horizontes/New Horizons exercise (Feb 15 – May 10) 

In Los Santos Province constructing three 2-room schools (in Macaracas, Los Higos, and Boca de Quema) and three community centers (in Macaracas, Llano de Piedra, and La Mesa de Macaracas) and conducting medical-dental screening activities.

Total estimated cost of this exercise - $1,3314,000 including

$90,000 for construction of each school

$72,000 for construction of each community center

Contracts for transporting heavy engineer equipment, cost of construction materials, costs of  handling waste materials from the exercise. 

 

More than 3,500 Army National Guard personnel involved - most rotating in several two-week of periods - max 450 troops at any one time.
