(Southern Command Headquarters moved to Miami, Florida September 27, 1997; U.S. Army South moved to Fort Buchanan, Puerto Rico June 1999 and since moved to Fort Sam Houston in San Antonio, Texas)

(The Caribbean Area became part of Southern Command's Area of Operational Responsibility (AOR) for U.S. military activities in July 1997; previously the former U.S. Atlantic Command was responsible for U.S. military activities in that area)

1999 Nicaragua Nuevos Horizontes/New Horizons exercise (May - September) -- Some 1,700 U.S. military reservists with Nicaraguan military and personnel from the ministries of health and education constructed two schools and three medical clinics and drilled several potable water wells (in the villages of Casa Blanca, San Antonio de Platanares and Santa Teresa); conducted medical tours to several villages providing basic medical care.

  Nicaragua Nuevos Horizontes/New Horizons exercise (May15 – Sept 30) -- U.S. military reservists principally from eight states working with Nicaraguan military forces and personnel of the ministries of health and education constructed two medical clinics (in Santa Rosa and San Isidrio) and one school (in El Hato); improved roads in the exercise areal drilled three potable water wells; and medical training exercises providing basic medical care to 31,000 residents of Jinotega, Matagalpa y Bluefields.

2001 Guatemala Nuevos Horizontes/New Horizons exercise -- More than 700 National Guard, Reserve, and active-duty military personnel constructedfive schools, five wells and to assist with road repairs in Flores, Guatemala January-May.
  Nicaragua Nuevos Horizontes/New Horizons exercise  -- Some 3,000 National Guard, Reserve, and active-duty military personnel constructed four three-room schools with latrines and three two-room clinics in Gracias, Lempira, Honduras January-May
  Paraguay Nuevos Horizones/New Horizons exercise
  Bahamas New Horizons exercise (July-September)  --Military Reserve and active-duty military personnel constructed a community center near Matthewtown, Great Inagua for town meetings, polling/voting, and recreational events.

2003 Panama Nuevos Horizontes/New Horizons exercise (Feb 24 - May 15) -- In Chiriqui Province - Constructed two 3-room schools (in Las Lajas and Quebrada Hacha), two 2-room schools (in Quebrada Guabo and Cerro Iglesia), two 2-room clinics (in Quebrada Hacha and Hato Juli) and conducted medical-dental screening activities. 

Total estimated cost for construction of the schools is $280,000, and the medical clinics is $180,000. Each MEDRETE cost about $40,000. These costs did not include associated costs such as standard operating costs and the cost of transporting personnel and equipment. Including these costs, the total cost of the NH03 exercise in Panama was approximately $14 million

2004 Guyana New Horizons exercise (June - September) -- three construction projects (new nursery school in Timehri and new rehabilitative center and medical clinic in Sophia) and two Medical Readiness Training exercises (MEDRETE).  
  Guatemala Nuevos Horizontes/New Horizons exercise -- The majority of the soldiers were from the U.S. Army Reserve, plus some from active duty Army and Navy units, as well as Air Force Reserve and U.S. Marines.
2005 Panama Nuevos Horizontes/New Horizons exercise (Feb 15 – May 10) -- In Los Santos Province constructing three 2-room schools (in Macaracas, Los Higos, and Boca de Quema) and three community centers (in Macaracas, Llano de Piedra, and La Mesa de Macaracas) and conducting medical-dental screening activities.

More than 3,500 Army National Guard personnel involved - most rotating in several two-week of periods - max 450 troops at any one time.

Total estimated cost of exercise - $1,3314,000 including

$90,000 for construction of each school

$72,000 for construction of each community center

Contracts for transporting heavy engineer equipment, cost of construction materials, costs of  handling waste materials from the exercise.
