Is this exercise part of the Zhineng program?
Yes. It’s one of the extra forms of Zhineng Qigong.

What is "central chi"? And how is it different from the chi we cultivate in the navel center?

In traditional qigongs, it’s referred to the chi at the "Central Palace". Actually it’s the chi at the middle chi center. It’s closely involved in the chi of the internal organs while chi at the lower (navel) center is mainly the body chi.

By the "upper abdomen" do you mean the area above the navel but below the solar plexus/bottom of the rib cage?
The area is above the navel and below the pit of the stomach.

After you make circles on over the same area of the abdomen, which I assume is really more like a growing spiral, does one stop, let the hands rest and then start again with the smallest circle?

Well, if you imagine your abdomen were spacious void, you may continue to rotate infinitely big circles in your mind while you hands move in endless arcs. This is because your palm center never leaves the skin of the concerned area but your hands push and press the muscles move over the internal organs.

Is it allright to do this practice at times other than before rising and retiring? Could one do it prior to ones practice of zhineng forms?
Yes, anytime.

What are "risen tendon membranes"?

Non-qigong practitioners don’t have such experience. After considerable practice, the practitioner’s abdomen tendons and muscles will become hard, full and round, the cavity of the of the abdominal mid-line will disappear, it’s called "risen tendon membranes" in traditional qigongs.

Is this a practice that must be done on a daily basis in order to keep the central chi vigorous or once the upper abdomen becomes full and round will the normal practice of zhineng keep things going?

It needs daily practice for Level One practitioners. Some movements and postures of Body Mind Form and Five One Form also have similar benefits.

Is there any contraindications for the exercise? I would think that one houldn't do the abdomen exercise just after or immediately prior to eating. But are there any other reasons that one should be careful taking up this practice?

Generally speaking, No. It the beginning of the practice, it’s common to experience belching, gurgling of the intestines and farting. Try to hold up the perineum all the time.

And thanks for posting the instructions for what I am sure is a wonderful practice. How else would those of us who are not fortunate enough to go to China know of it?

If you read Chinese, you are fortunate enough to learn all of the arts even if you can't go to the Center. Otherwise, translations are important.

Are there other extra forms drawn from the Essential Forms of Shaolin martial arts?
Yes. Some forms and postures as well as secrets of practice.

In paragraph 4 of Postural Requirements, are you sure clockwise direction is up, left, down, right?

Yes, I’m pretty sure it is. It’s also the same definition in the Closing Posture of Three Centers Merge Standing Form and Body Mind Form.

Actually, in the similar movements of Zhineng Qigong, the palms (sometimes the fingers) are taken as the "hands" of the "clock", the abdomen (some other parts of the body in other cases) is regarded as the "clock base", clockwise or counterclockwise is referred to the way how your hands move in the eyes of other people facing you, not the way you point and rotate your palms or fingers at other people.
