For years and years foreign artists have known that Britain has a soft spot in our anti-art laws.  This has now been addressed by a Government focus group, called Focus Art 2000™.
They have drafted a new Bill that, if it becomes law, will make it illegal to anyone convicted of 'art related offences' to enter the country.  The only exceptions will be if the applicant can prove that he/she is capable of holding down a real job.  If proper employment is not found within six months they will be deported.

Case
To highlight the problem the group cited this example of a state leech.  A French artist, Pierre Gallop, 47, moved to England and spent four years using the welfare system to fund hundreds of 'neo-modernistic classical' pieces of art.  Under the new laws he wouldn't even make it into the country.
Some human rights organisations have criticised this but they have all been silenced by Mandelson death squads.

In Summary…
So, to the future, where Britain is safe from street artists drawing bad portraits and trying to pass them off as caricatures.  A bright and sunny future where pavements are free of chalk stains and art galleries are banned.  Oh, I can hardly wait.
