How Amendments are Made
There are two ways for an amendment to be proposed:
- Two thirds of each house of Congress can propose an amendment
- The legislatures of two thirds of the states may call a convention to propose amendments
There are two ways for an amendment to be ratified:
- The legislatures of three fourths of the States ratify it
- Three fourths of the Convention ratify it
