POSITIONING AND CONCEPTUALIZATION

    The Central Lake Zone consists of 5.0 hectares of land area and 3.3 hectares of water area. It is positioned so as to be the location of more urban activities than in the case of the Western Lake and Eastern Lake, by dint of being adjacent to the commercial activities of the Town Center.

    Priority has been given in planning this zone not only to the provision of amenities but also to making it appear as large as possible as it is the smallest of the three zones. To attain the latter objectives, the shoreline of the lake is to be irregular, and by inducing water into the central part of the expansion of the water area.

    This is a method frequently used with success in the design of Japanese gardens.

    The interval between the road on the north side, and the lake, and also the aea beyond the road is planned to be a green background, so as to make this zone apparently surroundings. This is the same manner as attained through the "SHAKKER"* (induces scenery) technique employed in design of traditional Japanese gardens.

  1. CHARACTERISTICS AND SCALE OF MAJOR FACILITIES

The major facilities in this zone, such as the plaza, restaurants, floating stage, hotel and boat station, are located on the south side of the lake. On the far shore of the lake a Lake-front Promenade would provide a means for strolling in a grassy area. Further, a waterfall is planned as a feature of the zone. This would use the water element which is the main element of the park to provide a cooling sensation to park users, and the waterall would also be a scenic point, seen from the plaza.

PLAZA This is the space which is the most city-like among all spaces of the Central Lake Zone, and in which the intensity of use and concentration of design elements are highest. Facilities for the activities which spill over from the Town Center, and facilities such as shelters, pergolas, which provide protection from the sun are planned with consideration. It is planned to introduce a water elements and shade trees to the paved Plaza.

FLOATING STAGE The Floating Stage will add an element of refreshment to the entire lake, and provide a place for performance of dances and popular music concerts for youth. There are to be steps around the stage, which are to be used for audience seating.

LAKESIDE RESTAURANT Shops and stands in the Central Lake Zone will provide opportunities for taking light meals and refreshments. In addition to this there is need for one high-grade restaurant, which is to be constructed so as to extend, in part, over the surface of the lake. It is to be about 250m2 in area and will accommodate about 60 guests. From the restaurant it will be possible to enjoy a view of the lake and see the attractions presented on the Floating Stage. The location of the restaurant will make it a landmark in the Central Lake Zone and, accordingly, wood-construction, traditional Malaysian architectural style is felt to be desirable.

MAN-MADE WATERFALL Liberal use of water is one of the themes of the park, and it is proposed that in contrast to the soft, mystical use of water as fog, as proposed above, that water also be used in vigorous movement, as one characteristic of the park.

Inclusion of a waterfall is proposed for the north side of the Central Lake Zone, positioned so as to be a landmark on the approach from the Symbol Road to the State Secretariat. The waterfall is intended not merely as a means to bring water before the eyes of people in this tropical country but also as a water plaza where people can directly enjoy the feel of water. The height, width, and quantity of water used in the waterfall should be studied as progress is made towards the advanced design phase, but fundamentally it is thought at the present time that it would be suitable to provide for three stages of different scale, and to use whatever scale is appropriate depending on whether the day is an ordinary weekday, a weekend day, or a national holiday and the like; this would enable the waterfall facility to be operated in the most effective overall manner.
