Rose is a mysterious woman who wields the mystic "Soul Power." She feels that Doomsday is fast approaching... She must seal Bison's power away even at the cost of her life... What fate awaits her in the end...?

History

Very little is known about Rose, other than she belongs to a secret order devoted to the development of Psychic Power. Apparently, M. Bison was also a member of this group, but his corruption led to his creation of the Shadaloo organisation, claiming the use of Psycho Power to back his actions. Rose is then sent out by the Order to defeat Bison and destroy his Psycho Power, which is somehow linked to his cape.

Rose has the amazing ability to use Psychic Power to absorb the energy from any projectile thrown at her, as well as deflect the projectile back at its sender. She can also use her power to leap into the air and slam her opponent to the ground with enough force to knock them senseless.

When she finally finds Bison, she does manage to defeat him, but at great cost. She attempts to destroy his Psycho Power with her own Psychic Power, but fails, leaving Bison free to terrorise the world once more. Bison has grown mad from his use of his power, and can channel it directly, rather than using his cape as a focus, much to Rose's dismay.

Neutral: Rose steps back, waves a finger whilst wind ruffles her scarf and says a random phrase.
Back: Same as Neutral.
Forward: Same as Neutral.
Down: Same as Neutral.



Win Pose's

LP: Rose waves a finger whilst wind ruffles her scarf and says "Mada mada ne." (You're too slow)
MP: Rose lets her scarf drape to the ground and an orb of Soul Energy runs along it.
She then says "Yaru Janai." (Not Bad)
HP: Rose creates a double and both perform the LP pose with a different quote, "Soreja, dame." (That won't do.)
LK: Rose creates a double and they lean against each other. Rose opens her eyes while the double's remain closed. Rose then says, "Daijobu?" (All you alright?)
MK: Rose erects a large tarot card in front of her. It flips around and vanishes momentarily obscuring her. When it's gone, she's wearing a ballgown and is holding several tarot cards. She then says "Ciao!" (Goodbye!)
HK: While the wind blows her hair and scarf, Rose takes out a tarot card, examines it, and lets it fall from her hand. Rose remarks, "Nattenaiwa..." (I'm not sure...)
