Plan of Operations for July, 2002 - July, 2004 Board


The NCAC-APA Board developed this plan to guide Board activity for the current term.  It is inteded to reflect the interests of Chapter members as expressed in a survey performed Spring, 2000.

1. Expand membership

    1. Within our boundaries
      1. Prince George's
      2. Montgomery
      3. District of Columbia

      4.  
    2. Beyond our boundaries - "secondary" memberships
      1. Northern Virginia
      2. Extended Maryland suburbs

      3.  
    3. Raise awareness of the Chapter
      1. Develop a Chapter brochure, describing the benefits of membership, how to contact us, etc. (Judy and Nancy)
      2. Establish and maintain contact with planning department heads (or high-ranking officials) in the three jurisdictions.
      3. Create table display materials for use at Chapter-sponsored or co-sponsored events.


2.  Provide high quality programming and activities that reflect the interests of the membership and the Board

    1. Themes:
      1. Transportation and Transit
      2. Smart Growth / Growth Management
      3. Regionalism / Regional Consideration of Issues, including annual Director's Summit
      4. Environmental and cultural resources, including preservation
      5. Neighborhood Revitalization / aging suburbs
      6. Urban Design

    2. Activities (content should focus on the interest areas identified above):
      1. Chapter Meetings
        1. Plan programs 3-4 times a year, in a Metro-accessible location, weeknights (Thursday, Wednesday, Tuesday, in that order), starting between 6pm and 7pm, most often in D.C., but perhaps out in the counties as well (per results of membership survey).
      2. Chapter Conferences
        1. Collaborate with neighboring chapters (Virginia, Maryland, Delaware) on multi-day conferences.
        2. Put on a NCAC conference in Fall, 2001.
      3. National Conference
        1. Begin planning for the 2004 APA Conference to be held in Washington.
      4. Online Activities
        1. Continue to maintain and expand the Chapter web site
        2. Continue to maintain and expand e-mail lists (announcement and discussion)
      5. Newsletter
        1. Expand coverage of regional / metro area / local planning issues, upcoming events, chapter news and member news (per results of membership survey).
        2. Update layout.
        3. Solicit advertising.
        4. Develop a "comp" list, comprised of people we want to be aware of our organization, including journalists who may "pick up" our material for their own use.
      6. Continuing Education
        1. Provide AICP exam preparation
        2. Pursue AICP credit for National Building Museum programs
        3. Notify members of opportunities provided by other organizations
      7. Networking Opportunities
        1. Include "social time" during Chapter events
        2. Encourage members to communicate by way of the Chapter discussion list.
      8. Chapter Awards
        1. To be determined.
      9. AICP Fellows Program
        1. Annually solicit nominations from among members.
      10. Legislation and Program Review
        1. Participate in APA' s monitoring and lobbying efforts
        2. Provide comment on planning proposals as requested.

    3. Implementation
      1. To the extent feasible and practical, establish committees to implement both themes and activities in order to increase participation among members and improve programming.


3.  Build Ties with Related Organizations within the Area

        1. University of Maryland
        2. University of Virginia (Northern Virginia Campus)

      2. Activities:
        1. Maintain contact with department heads.
        2. Plan social/networking events.
        3. Contact students leaders and discuss with them the type of programming and activities they would like to pursue, such as:
          1. providing speakers for career events / advice
          2. mentoring (either one-on-one or categorical)
          3. resume review

4.  Administrative - Board Business

    1. Meet monthly and announce meeting dates in Capital News.

    3. Receive Treasurer's report and approve expenditures at each meeting.

    5. Explore the feasibility and desirability of hiring an administrative assistant for the Chapter, to potentially provide services such as
      1. providing a telephone number and mailing address for members' use
      2. sending out welcome packets to new members
      3. following up with discontinuing members
      4. maintaining a Chapter-only list
      5. tracking advertisers for the newsletter
