Introduction:
The Human Alliance Militaries were a large and powerful shield protecting
a huge number of human planets. Most of these planets are within the Corkscrew
Galaxy although there are a small number of HA planets within the other
two galaxies. They fought in many wars against many enemies and were never
defeated. While never defeated, they eventually became but a shadow of
their former self. Most of the ships of the Human Alliance Navy got transferred
to the Consortium Armed Forces and even the forces within the Human Alliance
became shadows of the Consortium Armed Forces. While skilled and well trained,
this left them as a second rate force. Due to recent events, this has changed.
The military forces of the Human Alliance are a organization trying to turn itself into an effective force after many years of low budgets, crew shortfalls, and seemingly little purpose for the military. The problem is that while the C.A.F. is a fine military in many ways, the government that they are supported by and that they protect is very unstable. A number of researchers have indicated that C.C.W. might actually collapse within forty years due to political strife. Wanting to have some safety from such an eventuality, the leadership decided that upgrading their forces and making them fully ready for this situation was the thing to do. While the Human Alliance has always be considered an excellent force, many internal changes are being made to make the forces operate more smoothly. Through time, the structure of the military forces of the Human Alliance had almost become a mirror of the C.A.F. but this has changed a fair amount. The military has restored Warrant Officer ranks and has separated the Marines from the Army, plus a large plan of upgrading equipment and purchasing new equipment is being implemented.
An interesting problem in the future may be that while the Human Alliance Military is a fairly large force, it is still considered an Independent force within the Consortium of Civilized Worlds and can in theory be drafted into the Consortium Armed Forces in times of crisis. After all of the funds being spend to upgrade their forces, it is doubtful that the Human Alliance would do this willingly.
Military Breakdown:
You might expect from the government called "The Human Alliance" that
there are no races other than humans in the forces. This is not correct
although the vast majority are human, there is a decent percentage that
are races other than human. A majority of the citizens that join the H.A.F.N.
are from frontier and less settled worlds. This is for the same two reasons
it is for the C.A.F. First is because the people in the colony worlds take
military service more seriously and second because they see the military
as a way of improving their lives.

Human Alliance Forces Army:
The Army used to supply both space-born troops and as group troops.
Space born troop roles are now performed by marines. The marines split
from the army about three years ago and army troops may choose to switch
to the marines. These troops form the ground defense forces and are found
on all planets within the Human Alliance. The army is about twice as large
as the marines and the navy combined. The Army also includes planetary
fighter based squadrons. All Fighter pilots are officers.
Enlistment: Initial Enlistment in the H.A.F. Army is for four
Terran years. Re-enlistments are for two or four Terran years with a bonus
in pay for four year enlistment. Previously, enlisted needed to make Lance
Corporal prior to the end of their service but this has been modified due
to the fact that standards for gaining rank have been made more difficult
and there are crew shortfalls. Instead, an enlisted may re-enlist as long
as they have decent evaluations and no serious discipline problems. Officers
serve until they resign their commission (and are approved), booted out
due to administrative action or court marshal, or retire. The regulations
have also been modified so officers who resign, removed due to administrative
action, or retire may be called up to active duty at times that they are
needed. Theoretically, individuals who have been court marshaled can also
be called back to service, but it would need to be a dire emergency indeed.
The Human Alliance Forces Army offers excellent bonuses to ex-C.A.F. Army
personnel with good records that transfer to the H.A.F.N.
O.C.C.: The training for the H.A.F. Army is very similar to the
C.A.F. This stems from the reasons that much of the C.A.F. training evolved
from the original H.A.F. and because many present members and instructors
are ex-C.A.F. personnel.
Officers: The Officer Training Academies are first rate and officers
come out of the school as the equivalents of CAF Fleet officer O.C.C. or
CAF trooper O.C.C. A good percentage of the officers are also ex CAF army
officers and are of normal O.C.C. for the C.A.F. The rest of the Army Officers
are a vast mix including some Galactic Tracer O.C.C., Special Forces O.C.C.,
Headhunter O.C.C., and other general military O.C.C.s.
Enlisted: The Enlisted Training Schools are excellent and enlisted
coming from the schools are the equivalent of the CAF trooper O.C.C. Many
of the enlisted of Human Alliance Army are ex CAF enlisted and are as such
are of the OCC CAF Trooper. The rest of the Army Enlisted are a vast mix
including some Galactic Tracer O.C.C., Special Forces O.C.C., Headhunter
O.C.C., and other general military O.C.C.s.
Standard Combat Equipment: CAF Battle armor, HI-80 combat Rifle
or GR-15AR Assault Rifle (One in ten carries HI-300 Infantry Support Laser
Rifles), HI-10 Heavy Laser Pistol or GR-45HP "Jackhammer" Heavy Pistol,
Vibro Claws or Vibro Sword, HW-19 Stun Pistol or Web Gun. They carry silver
knives and silver rounds for rail guns if there is a possibility of having
to deal with supernatural foes. Some troops also have power armors issued
to them as well.
Uniforms: Officer and enlisted uniforms are virtually identical
and while the colors are different the uniform patterns are identical to
the basic uniform that the C.A.F. uses. They originally had different uniforms
but the adoption of very similar uniforms was done for reasons of simplicity.
The standard working uniform is a jumpsuit (like the one on page 57 of
the Phase World book) but is dark brown in color. The standard working

as appropriate. The dress uniform is a two piece tunic and trouser combination
(like the one on page 58 of the Phase World book) that in the Army's case
is dark brown. The dress uniform has a jacket that is also dark brown.
The jacket uses gold buckles and has gold shoulder boards. In the officers
dress uniforms jackets, the shoulder boards are replaced by gold epaulets.
The headgear for the dress uniform is a combination cap. Officers have
a gold band on their caps. Officers of the rank of Colonel and greater
have one row of gold leaf of the brim of the cap and ranks of Major General
have two rows of gold leaf. Officers and enlisted may wear a sword with
their dress uniform but this is purely optional.
Both dress Uniform and Working uniform have a patch to represent the
planet that the soldier originated from. Uniforms also have allowances
for other races such as the uniforms for Wolfen include adjustments for
the Wolfens tail. This adjustment also includes the use of a harness with
ranking and markings for sentients that cannot wear uniforms.
Human Alliance Forces Navy:
The H.A.F.N. serve as crew for starships and for military space stations
as well. While marines have jobs on board both space stations and starships,
technical and command roles are performed by Navy Personnel. Navy personnel
will normally serve for three years onboard ship and three years onboard
a station or a fortress. This is to allow fleet personnel to have the opportunity
to serve in both roles within the span of an enlistment. Navy personnel
may specifically request and stay on shipboard duty and many of them do
just that. The reason are the same as they are for the C.A.F. Promotion
is more rapid when serving on the fleet, many find the fleet more exciting,
and when serving within the fleet there are fewer bureaucrats to deal with.
While this can be a problem, the H.A.F.N. does not have as severe a problems
as the C.A.F. does in this regard. All fighters assigned to starships and
space stations are crewed by Navy Pilots. Like in the Army, all fighter
pilots are officers.

Warrant Officers: Warrant officers are senior enlisted men who have become officers by exemplary duty. They often serve as department heads or in charge of administrative and technical areas. Until recently the Warrant Officer ranks did not exist, having been dissolved soon after the formation of the Consortium Armed Forces, but it is very useful to give expert technical personnel rank equal to their abilities.

Enlisted: The senior enlisted rank is an administrative positions for the care and welfare of the enlisted of their branch. The ranks of Private Fourth Class, Rating Fourth Class, Lance Corporal, and Petty Officer Fourth Class are new additions to the military ranks. Often apprentices will have the ranks of Private Fourth Class and Rating Fourth Class and a simple test allows crew to get from fourth class to third class.

Military Law: Military law normally gives much harsher sentences for crimes. In most cases, the punishment will be about twice as severe as those that might be expected from a civilian court. The military courts also add Treason and Desertion as very serious crimes. Any serious infractions or crimes are tried by a Court Marshal which consists of 5 officers or for enlisted the accused`s choice of 5 officers or 5 senior enlisted and the court marshal needs only a majority rule. This was reduced from seven to allow court marshals to be formed easier. Officers are always tried by Court Marshal. Minor military infraction for Enlisted can be tried by non judicial punishment and punishments include taking of pay, loss of rank, and restriction to quarters to a maximum of three months in confinement.
Military Protocol: An officer may always be addressed by the title "Sir" regardless of sex or race. This is to avoid Gender Discrimination and Gender confusion especially when addressing some of the more diverse races. In addition though, a being may be addressed as either "Sir" or "Ma'am" depending on sex. This is usually set by the commanding officer but it is not enforced. While a few planets within the Human Forces Territories do have noble houses, no noble forms of address are officially recognize within the Human Alliance Militaries although some noble ranks are unofficially recognized.
Religion: While the H.A.F. does protect all religions, the H.A.F. does have specific rules regarding religion. While a person may practice most religions, they will prosecute and stop religious members for doing illegal activities. This ranges from the demon worshiping cults that sacrifice people to a religion of which members will not bring children in for medical treatment because of religious reasons. They also do not allow beings to join the H.A.F. Military if the being will not use medical treatments for religious reasons, due to the fact that this is a detriment in combat.
Sexual Contact: Unlike Modern Militaries, the H.A.F. is very lax about sexual contact. There is no discrimination for same sex contact or interspecies contact. While it is officially discouraged, sexual contact between officers and enlisted and between members of the same command are allowed. There is discussion of some slight tightening of rules on sexual contact.
Conscription: There is an old law that was never taken off the books. The law states that in time of war a system of conscription can be implemented. This law has been forgotten by most, but with the revitalization of the Human Alliance Forces Military the groundwork has been very quietly laid to enable the quick execution of this law. This is because of the possible emergencies that may come into being. Because many citizens are not comfortable with a draft system, it could cause some major political embarrassment if the public ever found out in the wrong circumstances. On some planets this will not be much of a problem because they already have conscription system in place.
Mages & Psionics in the Military:
The Human Alliance has no prejudice against Mages or Individuals with Psionic Abilities. Individuals with Major and Minor Psionics fall into standard O.C.C.s. To create a mage (Ley Line Walker, Mystic, Battlemage, ect.) or a Master Psionic (Mind Melter, Burster, ect.) use the O.C.C. but add standard Phase World background skills and add the following additional skills for Military Training.
The fleets are under revision. The numbers of ships listed as present also includes ships that are presently under refit or are under construction and are an approximate number of ships in some cases. The actual fleet size under the command of the Human Alliance is about a quarter of the total amount of tonnage of ships that the Consortium Armed Forces have. This also holds in both active and mothball fleets as well. Some ships in mothballs have hardly been in operation, and all their systems are in excellent shape. The present plan is to start with the ships in the Mothball Fleet and upgrade all the ships that are in good condition. Any ships in either the mothball and active fleet that are in poor shape will either be sold or scrapped. It is estimated that this will enable the HAF to keep the active fleet at about 100% of the present level, but the mothball fleet will be at only about half of its present levels after all upgrades are finished. The selling or scrapping of the other ships should pay for a good percentage of the upgrades to the fleet. This plan will in all likelihood take between five and ten years to complete. The H.A.F.N. has both a Active Fleet and a Reserve Fleet. For ships in refit, approximately 10% of the ships in the fleet will be in refit at any one time. About 84% of the HAFN ships are in the Corkscrew galaxy and 8% are in each of the other galaxies.

The Reserve forces are kept in various locations throughout the Human
Alliance but all locations are well within the borders and all locations
are well protected by bases, active ships, and/or minefields.
